Construction of Alief Village and Belle Park #2 Lift Station Diversions
Project
Construction and Inspection were needed for an $11.0 million dollar project for apron paving around the new terminal D-West, 6 new wide-body gates, a new sterile corridor, and refreshing the 12 existing gates in the north concourse. Gilbane Building company and it’s partner Austin Commercial were selected for construction. ATSER was selected as a key member of the Austin Gilbane Joint Venture (AGJV) on the Mickey Leland International Terminal Project at George Bush International Airport where AGJV was selected as the construction manager at Risk (CMAR) assisting Gilbane Building Company and it’s partner Austin Commercial in construction.
Project Background
ATSER partnered with Lloyd, Smith, & Associates (LSA) on the Alief Village and Belle Park #2 Lift Station Diversions project. The initiative focused on upgrading critical wastewater infrastructure to improve operational efficiency and reliability. ATSER’s role involved daily site monitoring, technical support, and coordination to ensure successful project delivery.

The Problem
The project involved complex upgrades to existing wastewater systems, posing several challenges:
1. Regulatory Compliance and Standards:Strict adherence to local and federal wastewater regulations was required to mitigate risks of non-compliance.
2. Complex System Coordination: Integrating new installations within existing infrastructure presented technical and logistical challenges.
3. Timeline Management: Maintaining construction milestones was critical to prevent delays.
4. Stakeholder Collaboration:Effective communication among contractors, consultants, and other project stakeholders was essential to streamline decision-making.

The Goal
To ensure the successful delivery of wastewater system upgrades through high-quality inspection, technical support, and stakeholder coordination while meeting all regulatory, safety, and timeline requirements.
The Solution
01. Inspection Support Services:
- Conducted on-site inspections to verify compliance with design specifications and safety regulations.
- Monitored construction quality and material installation at all stages.
02. Technical Support Services:
- Provided expertise to address complex challenges in wastewater systems.
- Assisted in QA/QC processes to maintain project quality.
03. Coordination and Communication:
- Facilitated collaboration between LSA, ATSER (as subconsultant), contractors, and stakeholders.
- Managed temporary service disruptions and commissioning activities.
- Oversaw close-out inspections to ensure final compliance and project readiness.
Results:
ATSER’s contributions were pivotal in achieving the project’s objectives:
