Road Improvement at West Road – Harris County Precinct 3 (CMT and Inspection)

Project Background

This $1.87 million road improvement project, led by Harris County Precinct 3, focused on extending two additional rigid pavement lanes to complete a four-lane concrete boulevard from Woodson Terrace Drive to Greenhouse Road. Located in Atascocita, Texas, the project also involved comprehensive drainage mitigation to improve water management and reduce flooding risks. Reconstruction of intersections and tie-ins to the newly constructed main lanes enhanced traffic flow and connectivity.

The Problem

The existing roadway infrastructure was insufficient to accommodate growing traffic demands, and inadequate drainage systems posed significant flooding risks. The project required rigorous construction and inspection processes to ensure compliance with quality standards and mitigate future infrastructure issues.

To complete the four-lane concrete boulevard and improve the area's drainage infrastructure while maintaining compliance with Harris County's specifications and ensuring the project’s timely and efficient execution.

The Solution

ATSER provided Construction Material Testing (CMT) and Inspection Services to ascertain compliance with project specifications and quality standards. Key services included.

Soil Testing

  • Retrieval of soil samples from fill materials, existing subgrade, stabilized subgrade, and backfill materials.
  •  Laboratory testing performed for:
  • OMD Standard Proctor (ASTM D698).
  • Soil Atterberg Limits (ASTM D4318).
  • Soil Finer than -200 Sieve (AASHTO T11, ASTM D1140).
  • Optimum Lime Content – pH Method (ASTM D6276).
  • Cement Sand Compressive Strength (ASTM D1633).

In-Place Testing

  • Density testing for utility backfill and roadway subgrade to ensure proper compaction and stability.

Concrete Field Testing

  • Conducted tests on light pole foundations, sidewalks, and roadway pavement to verify material quality.

Inspection and Reporting

  • Daily inspections and observations documented compliance with construction plans.
  • Discrepancies were communicated promptly to the Harris County Engineering Department for resolution.
  • Comprehensive reports were distributed to authorized personnel and archived for future reference.
