Austin Bank – Montgomery: Construction Material Testing and Inspection Services
Project
Construction and Inspection were needed for an $11.0 million dollar project for apron paving around the new terminal D-West, 6 new wide-body gates, a new sterile corridor, and refreshing the 12 existing gates in the north concourse. Gilbane Building company and it’s partner Austin Commercial were selected for construction. ATSER was selected as a key member of the Austin Gilbane Joint Venture (AGJV) on the Mickey Leland International Terminal Project at George Bush International Airport where AGJV was selected as the construction manager at Risk (CMAR) assisting Gilbane Building Company and it’s partner Austin Commercial in construction.
Project Background
ATSER provided comprehensive construction material testing and inspection services for the new Austin Bank branch located at 18405 Highway 105, Montgomery, Texas. The project required high-quality soil, concrete, and structural materials testing to ensure compliance with construction standards and specifications.

The Problem
The construction of the Austin Bank branch required:
1. Soil Testing and Verification:Ensuring proper backfill and detention pond material performance.
2. Concrete Quality Assurance: Testing for pavement, drilled piers, and the building slab.
3. Structural Steel Verification:Confirming compliance with design specifications for structural and reinforcing steel.
4.Rapid Results Delivery: Providing timely testing data to prevent delays and ensure quality standards were met.
The Solution
01. Soil Testing and Analysis:
- Retrieved soil samples and conducted tests, including:
- Moisture-Density Relationships (Proctor D698)
- Atterberg Limits (D4318)
- Sieve Analysis (D1140)
- Performed in-place density tests for pavement subgrade and proof roll inspections, with water content and density verification for slabs and pavements.
02. Concrete Testing:
- Conducted field sampling and testing of concrete (ASTM D2041) for:
- Pavement
- Drilled piers
- building slab
03. Structural Steel Verification:
- Certified inspectors verified structural and reinforcing steel for compliance with design and construction standards.
04 Quality Assurance through Certified Expertise:
- ATSER technicians hold industry-recognized certifications, including:
- ACI Concrete
- SB 101 and SB 102
- HMA – 1A and 1B
- Graduate engineers reviewed all plant, production, and laboratory testing reports, while Professional Engineers managed the overall testing program and provided final report approvals.
05. Rapid Reporting for Project Efficiency:
- Delivered quick, actionable test results to contractors and project owners, allowing non-conformances to be identified and addressed promptly.
Results:
- Schedule Preservation: Rapid test reporting ensured minimal project delays.
- Cost Efficiency: Early identification of issues prevented costly rework.
- Quality Assurance: Verified soil, concrete, and structural materials ensured compliance with construction standards.
- Resource Optimization: Efficient testing processes supported on-time project delivery while maintaining quality.
