Project Background
This $1.87 million road improvement project, led by Harris County Precinct 3, focused on extending two additional rigid pavement lanes to complete a four-lane concrete boulevard from Woodson Terrace Drive to Greenhouse Road. Located in Atascocita, Texas, the project also involved comprehensive drainage mitigation to improve water management and reduce flooding risks. Reconstruction of intersections and tie-ins to the newly constructed main lanes enhanced traffic flow and connectivity.

The Problem
The existing roadway infrastructure was insufficient to accommodate growing traffic demands, and inadequate drainage systems posed significant flooding risks. The project required rigorous construction and inspection processes to ensure compliance with quality standards and mitigate future infrastructure issues.

The Goal
To complete the four-lane concrete boulevard and improve the area's drainage infrastructure while maintaining compliance with Harris County's specifications and ensuring the project’s timely and efficient execution.
Key Upgrades and Enhancements
ADA Compliance Improvements
- Upgraded plumbing fixtures, walkway ramps, and door access to align with ADA standards.
Site Infrastructure Overhaul
- Implemented asphalt paving and drainage improvements to resolve chronic flooding affecting the running track and field house.
- Constructed new sidewalks and replaced chain-link fences for improved safety and accessibility.
Facility Modernization
- Installed a new HVAC system in the field house, ensuring comfort for athletes and staff.
- Upgraded public address systems and completed electrical enhancements to modernize operations.
Comprehensive Amenities
- Renovations covered the football stadium, junior varsity/soccer field, softball field, and field house, with dedicated concessions, restrooms, and ticket booths added to enhance the visitor experience.
ATSER’s Role
As Program Manager, ATSER was responsible for:
- Strategic Project Oversight: Planning, coordinating, and supervising the execution of all renovations.
- Quality Assurance and Compliance: Ensuring all upgrades met HISD standards and regulatory requirements.
- Community-Centric Approach: Delivering improvements that enhance functionality and accessibility for the school district and community.
